Our client is a global Employer of Record (EOR) company. An Employer of Record is a third-party organisation that serves as the legal employer of a worker on behalf of a client company. The EOR takes on the formal employment relationship — signing the employment contract, running payroll, withholding taxes, administering statutory benefits, and ensuring compliance with local labour law — while the worker performs their day-to-day role for the client. This arrangement allows businesses to hire talent in countries where they have no legal entity of their own, without the time and cost of incorporating locally.
The hiring entity is our client’s Swiss subsidiary, incorporated in Zug and licensed under the Federal Act on Employment Services and the Leasing of Services (AVG). The Swiss entity serves as the employer of record for personnel deployed to client organisations in Switzerland and, in conjunction with the federal SECO licence, supports cross-border staffing engagements throughout the region.

Position Overview

Our client is seeking a Switzerland Operations Manager to serve as its in-country compliance and operations resource and as the designated Person Responsible for Management under the company’s SECO licence. This is a part-time role (50% FTE), based in Zug, well suited to an HR or staffing professional with approximately five years of experience who is looking for meaningful work in a flexible, internationally oriented environment.
Day-to-day, the role centres on keeping the Swiss entity compliant and operationally sound — maintaining regulatory standing, supporting employee onboarding and payroll administration, and serving as the local point of contact for Swiss client matters. The role also carries a supporting function within the broader group, providing Swiss-specific knowledge and coordination to the global team as needed.
Because the role carries the formal designation required under Swiss staffing law, the individual in this position must meet the personal qualifications established by the AVG and associated ordinances, including residency status, professional background, and clean standing with criminal and debt registries.

Key Responsibilities

Swiss Compliance & Regulatory Administration

  • Serve as the designated Person Responsible for Management (Verantwortliche Person) under the Swiss entity’s cantonal and federal SECO licences.
  • Support ongoing compliance with the Federal Act on Employment Services and the Leasing of Services (AVG), its implementing ordinance (AVV), and the Collective Bargaining Agreement for Staff Leasing (GAV Personalverleih).
  • Maintain the company’s good standing with the cantonal labour authority and SECO, including timely notification of changes to the responsible person designation, registered office, or material business conditions.
  • Assist in the preparation and review of employment agreements and personnel leasing contracts for Swiss employees and clients, ensuring alignment with AVG Articles 19 and 22.
  • Coordinate with the company’s payroll and accounting partners on the administration of Swiss social security contributions (AHV/IV/EO, ALV, BVG, UVG, KTG) and associated statutory filings.
  • Handle termination requests, liaise with local counsel, consult with clients, and manage employee communications to ensure full compliance with Swiss employment law.
  • Track relevant changes to Swiss federal and cantonal labour law and collective agreements, and flag developments to the global compliance and operations team.
  • Maintain organised records and documentation sufficient to satisfy regulatory review, including preparation for cantonal or federal audits and inspections.

Client Services

  • Support the Client Service Manager, as needed, in managing and communicating with a global client base.
  • Assist the Employee Service Representative (ESR), as needed, with employee communications and requests across the EU.
  • Monitor case management activity in the company’s CRM and provide coverage when time-off gaps arise.
  • Support employee termination cases, as needed, by coordinating with clients, EOR providers, and employees to mitigate risk to the company and ensure compliance.
  • Contribute to special projects aimed at improving efficiency, increasing transparency, and strengthening the organisation.

Skills & Attributes

  • Proficiency in German is strongly preferred given the Zug location and the German-language requirements of Swiss regulatory filings and cantonal authority correspondence. English fluency is required for engagement with the global team.
  • Working knowledge of Swiss employment law sufficient to manage day-to-day compliance tasks and identify matters requiring escalation.
  • Organised and detail-oriented, with the ability to manage administrative and regulatory obligations reliably and independently.
  • Comfortable working part-time within a small, internationally distributed team, with a proactive approach to communication and coordination.
  • High standards of personal integrity; the regulatory designation associated with this role requires an individual of sound professional standing.

Working Arrangements

This is a part-time position structured at 50% FTE (approximately 20 hours per week). The role is based in Zug, Switzerland, with the expectation of a physical presence at the company’s registered office as required for SECO licence compliance and client or employee engagement. Remote work is supported for the balance of the arrangement consistent with regulatory obligations.
The Switzerland Operations Manager will allocate working time primarily to Swiss operations, with a portion of capacity dedicated to supporting the global team. Swiss regulatory obligations take unconditional priority in scheduling and workload management.
Compensation will be structured in accordance with Swiss employment law and will reflect the experience level, regulatory accountability, and part-time nature of the appointment.

Reporting & Governance

The Switzerland Operations Manager reports directly to the company’s US-based Chief Executive Officer and works in day-to-day coordination with the global operations and compliance teams. The role has a functional relationship with the company’s Swiss accountants and legal advisors, who support the entity’s statutory and regulatory obligations.
As the named Person Responsible for Management under the SECO licence, the Switzerland Operations Manager carries direct accountability to the cantonal labour authority and SECO for the professional conduct of the company’s staffing and EOR activities in Switzerland. Any changes to this designation must be reported to the relevant authorities promptly and in accordance with AVG requirements.
